Long Residence ILR

I came to uk in sept 2009 and my 10 years completed sept 2019. I currently have spouse visa valid till June 2021.

My question is if i apply for IlR now or in February 2020.
1. Will my application be valid ?
2. If my application get refused will my spouse visa will expire as well ?
