10 Yr Long Residence

Hi All, i'm in Uk under Tier 1 with dependents, i will be eligible for 10 Year Long Residency ILR in August. Regarding this i have two question;
a) DO i have to wait for my ILR to be stamped in order to apply for dependents visa to change there status from Tier 1 dependent? or Can i apply for them at the same time as i'm applying ofr ILR?
b) Can i apply in person at any of the CEO offices in UK?
