Lost Indian Passport and Biometric card

Hi,

I lost my passport and biometric card in a pouch last month. I obtained a police certificate immediately and applied for my passport. I got my passport today but they have retained my original police certificate. Now to re-apply for my biometric card, I need original police certificate. I went to the police station today and asked them if they could provide a police report again. They said they cant report a item lost twice which they have given it in writing. And they stamped and signed the photocopy of the police report I had. Will that be sufficient to apply for the visa.
