Luxembourg work permit

Asking on behalf of a friend, a non-EEA national, who's been offered a job in Luxembourg.

Can non-EEA nationals travel across the border (France / Gemany / Belgium) on the basis of their work permit / work permit authorised residence and family residence permits issued by Govt. of Luxembourg?

Look if the residence permit is in one of the lists (point 3). If yes the holder can stay up to 90 days per half year anywhere else in Schengen (but can't work).
