If the date offered is not suitable you need to call them. It does happen that the email from the HO is delayed; you may receive it soon enough. I suggest you tell the council you haven't had your email yet and whether it will be OK to attend without having received it. If you haven't received it in a week (or an appropriate timeframe for them to reply before you attend your ceremony) you can email UKVI to chase.
