Can somebody confirm if the minimum balance (maintenance fund) term to make a tier 1 general dependant visa application is 3 month?

Yes. Read the guidance and appendix E of the rules.

(g) The funds in question must have been available to the person referred to in (f) above for:

(i) a consecutive 90-day period of time, ending no earlier than one calendar month before the date of application
