Marriage registration office in India

Hi, i'm having problems finding a registration office in Punjab to do a civil marriage. Can anybody help me with details of offices or provide any websites with addreses? Been to the local court and they keep saying you will have to do the religious ceremony first in order to get a marriage certificate, i think they dont know what they are talking about. PLEASE HELP
