I am needing guidance what is the best way that my fiancee can be granted a marriage visit visa and avoid refusal.
I live in UK and British citizen. I have permanent job and a mortgage. He is filipino citizen but currently residing and working in Saudi for two year contract but gets renewable yearly. He is now with the company for 6 years. I first met him and his family in Philippines last year 2010. Then we met again last 2011 in Philippines.
2 yrs ago 2012 my fiancee applied a General Visitor visa to come here in UK for the purpose of spending Christmas and New Year with me and my family but he was denied twice. We end up meeting in Dubai once a year for the past two year.
In the mid year of 2014 , This year his annulment was granted and we bought a house and lot in Philippines but still in the process of paying monthly deposit instalments to the developer. This end of the year we decided to get married here in UK rather than in Philippines. This is due to my circumstances such as work, family and friends. We just want to take things slowly because of the finances so we decided he will just come here for a marriage visit visa but no plan of staying permanently yet. Also neither of us does any savings. My family here happy to provide supporting letter for his accommodation too.
Is he likely to be denied again? We are planning the wedding to be in spring of 2015

Why did they deny him on the previous two times?
Has his circumstances changed to prevent another denial?

He was denied because he was only earning £800 a month.
In addition he has no property in the Philippines and loan.

I think that it may be difficult. They may expect married couples to be living together after marriage. I think a
marriage visit visa is for couples who do not intend to live in the UK after marriage. How can he show his strong intentions to return home and be separated from you?

i am a tunisian citizen and i make a touristic visa to go to my oncle in uk and then i got a girlfriend and I stayed two more years as immigration and now I want to marry ,,, is that it makes problem for me ????????????

The house and lot we bought is not turnover to us until April 2016. We really need to make sure we get the transfer title to us. In addition our developer will be processing our application for bank financing. One of the key requirements from the bank is a notarised intend to marry which he already have both in Saudi and Philippines.
He also have current case about custody of his son that he need to settle.
In addition I'm a dual citizen I'm not sure if this helps.

Also I forgot to mention that both our family met in Philippines in 2010.

Having a son and building a house to return to should help. Steady job too? Also, if you can show that you have strong intentions to join him there, then it should help. Which countries are you a dual citizen of?
He should show that his circumstances has sufficiently changed since the last two refusals to warrant the visa being issued.

The plan is he will be applying from Saudi because that is where he currently live and where his job is. We want to get married next year but not in a rush him to stay in UK with me because of the finances of the house in Philippines and the custody of his son.Then maybe after end of 2016 apply for a spouse visa from Saudi. We want the house in Philippines as our vacation house once a year.

I'm dual citizen , UK and Philipines
