Marrying non-EU national

OK...this is a bit complicated, so please bear with me.
I'm Irish. My non-EU partner and I are returning to Ireland, and plan to marry in a few months. I've checked the requirements. There are quite a few, but they seem reasonably straightforward, except for one.
This will be, unfortunately, my second marriage. I've read that I must provide the Divorce Decree Absolute, which isn't a problem, but I've also seen something about a questionnaire, to be filled by both parties to the divorce.
So if my ex-wife decides she doesn't feel like filling in this questionnaire, does that effectively give her a veto over my right to remarry? :?
Any help much appreciated.
