Marrying an refused asylum seeker

My partner came to UK December 2007,
His asylum case has been refused, he goes to reporting centre every 6 month,

We have been together from january 2010
i am 23 and i am a british citizen,
He is 28 and still an refused asylum

We would like to marry.

Does he need a permission to marry!?

We have been living together from last January and i work full time with £30k+ salary

What options do we have for him to get his visa?

Can you advice please?
