As per my understanding, the Section 3C protection will only be available when you apply for a visa. Not when you apply for endorsement to Tech Nation. Is there a difference of opinion here?

Does the processing time start from the day the electronic application is submitted or when they receive the physical papers?

I got a response within a day which said "we do not respond to individual cases and queries. Please go through the guidelines issued for more details".

This is the standard response they give for any questions you ask them.

One of the referees who is signing my reco is on a holiday for 6 weeks and traveling outside UK. Can I get my reco signed thru his digital signatures in his office? The guidance says this can be done only in "exceptional circumstance". Are these considered "exceptional circumstances"?
