Fully comprehensive health insurance

Can someone please explain what exactly fully comprehensive health insurance would be?
Does that mean the most expensive packages? (I can not imagine?)
Also, is there any suggestions on health insurance providers/packages?

Thanks for the info. So for self sufficient, what exactly does that mean? I think we will have to opt for that until my husband finds a job.
