I think you are missing the point, there is no absolute right for non U.K. citizens to enter the country. The U.K. is entitled to decide who can have a visit visa and who can’t. There's no magic recipe for this. She would have to reapply after some time, better prepared, with better documents. Unfortuantely, things changed a lot since 2019 for obvious reasons. Also, I forgot to mention, she already had a UK visa in 2019, and came to stay with us for a week. No breaches.

First of all, you should apply for the Settlement-husband, if it’s for your husband.

The entry clearance is given for 2,5 years, so it won’t be given till 2024 for your husband. You probably made a mistake somewhere filling in the form.

2) you marriage certificate should be translated into English and recognised in the UK

You can’t pay for the priority processing after you submitted your documents, so it doesn’t matter now.

The best thing is really to be patient and to wait for the response, but not expect it earlier than 60 business days for standard application.

I don't think you fully understood though. . We are not priority because VFS Beijing would not allow it. So we are at the back of the queue. To add only to what Casa has already said. If you are refused for marriage visitor visa, it will be cheaper if you marry anywhere (Germany or anywhere else), and apply for spouse settlement visa.
