There is no absence limit for PBS dependents, but obviously must be resident in the UK, i.e. not live in home country for 2 years and then come back and expect ILR. 180 days per 12 month cycle is only for main PBS visa holders. there was nothing specific stated in the letter.
It was just a general complex issue letter.

All the documents were submitted including VAT Payments, Business Rate Payments and Land Registry,
As well as my overseas income, which was submitted in my personal tax returns
