ILR parent children on NRPF question

This is a question for a family member

She recently got ILR, she was on Skiller Worker visa prior. Her children arrived after her and are still on Leave to remain with NRPF. Will she be allowed to apply for child benefit. Many thanks

Am application for dependents administrative review was made almost 6 weeks ago and we have had no reply. Lawyer submitted on time and am now getting worried. Husband application refused but appeal based on circumstances of children. What could a delay mean. Just worried
