Yes he can as long as it is below 20 hrs a week.

No, you can only apply during Jan/Feb 2011. Your ILR ticker would have been reset when you entered UK on the new WP in addition to the gap of more than 90 days.

According to rules currently in force, you could apply for ILR 28 days before you complete 5 years of stay which will be Sep 24th 2013 in your case.

Cornwall is beautiful. Plan to take a staycation there next spring / summer. I know the weather can be a bit of a hit and miss but hope it holds up and stays bright when I am down there.

You are absolutely spot on there. It's a sand beach. Lots of other nice beaches around in Dorset, Durdle Door for one. Good for coasteering.
