if you or your your wife were resident(Stamp 1 or Stamp 4) in Ireland for at atleast 3 years at the time of child birth. Well, usually Guard asks you to sign the form infront of him/her, if you go to Garda station for stamp. I almost forgot to get driving licence photocopy certified by Garda, but remembered before I left. Its just my thought, may be I m wrong, but I think, probably, you will have to submit the new app...

Well, if they do ceremony in end of Sep/almost October, its mean the next ceremony will be end of Jan 2015. about 4 months without ceremony! be good if they do this one in early Sep and next one in end of Nov. just a thought!

yes, they will send it by registered post Only?
once, you got the approval letter, you send fees & photos, it takes around 4-6 days to receive the cert.
NB: May be you may ask them not to send the cert while you r on holidays
