regarding Referees, you have to input all there details online, and in end they will give you two forms where you will stick your photo on each form and will ask the referee to write your name and at bottom they will write thr name and sign the form.

They may be confusing citizenship applications with the new "settled status" process for EU citizens - did you check their web site for details, sometime staff are not aware of the full details. normally its around 4 weeks when you look at timeline threads. These days once the fee is deducted you might get a decision bit early than using online service
