Applying for EC from other country?

Can you apply for EC from country other than the coutry of your citizenship?
e.g. I was in India when I applied for HSMP and if i am in Singapore on wp while applying for EC, is it ok?

any negatives of doing so.

HSMP extension query

If you are not able to travel within 6 months after getting HSMP approval, can you apply for extension? If not, can you at lease reapply for fresh HSMP?

The problem with Bank manager signing is, more often than not, they will sign it saying "Certified as original". Is Form-16 in India same as P60 in UK?
Can it be used in place of tax return? If Form-16 is Indian equivalent of P60, then I believe it would be acceptable for actual tax return.

After going thru all reference material on HSMP, process appears quite straight forward. Besides, this board is always there for overall assistance.

So does one really need consultant to apply for HSMP and later EC?
Consultant is may be required for job search though.
