PBS dependant need not to complete section 9 as mentioned on that page. I didnt. I got tier 1 dependant on 7/04 however entered 11/04. I entered 6.1 as 11/04/12. Even if you fill in the Payment sheet and give it as a part of application, they will striaght away return it to you even before asking further documents.

I got my Tier 1 dependant on 7th April 2012 and entered UK on 11 April 2012.
UKBA told me that i cannot apply 7th April 2014 - 28 days but 11 April 2014 - 28 days.

So i guess its same for you, 2nd Mar 2015 - 28 days. Hope this helps.
