The children should apply for British citizenship on Form T immediately as they are both over the age of 10. The parent can later make application as parent of British children.

It does seems that UKVI has given you another applicant's decision. I think you will urgently require someone who is knowledgeable in the area of law to help you with your administrative review except if you think you can handle if yourself before the deadline.

I don't think NCS people will accept just the approval letter as its only a generic letter issued to successful applicants. Why not just move the appointment few days ahead instead? Thanks bruteforce, I have actually re-arrange the appointment for the second as time as the brp is extremely delayed....
