Nothings stops them to do so, of course - they would need to find an employer who then can apply for CSEP (if job falls under critical skills) as any other person. Got approval for my child in February this year. I applied for my child in July 2021.

Current passport, photo and certificate fee all done over 5 weeks now. Up till now nothing. No certificate. :(

Today my passport status has changed from processing to printing and from printing to dispatched, and from dispatched to printing passport card.
