FYI for those searching for the same: in the end, we went with the Aviva policy - one of the cheapest options. Never used it and had no problems. We've since switched from self sufficient to working and dropped the policy. RC received April 5th.

In the end I notified HO of the change in situation and sent in my partner's contract. I had no response but I did receive my RC within the 6 month timeframe. It appears that Aviva doesn't have this requirement. If anyone knows other providers who don't I would be greatly appreciative if you would share. I've contacted WPA to ask about exceptions.
