Thanks for the replies. There's no MS90 or anything about identifying the driver or S172 form. What happened in sequence is as following: 1. As my offence has the code "CD10" which is careless driving and by law it subject to ONLY penalty points from 3 to 9 (I got the minimum which is 3 points) and not to imprisonment, it should not be in my criminal record. Because you failed to identify the driver (deliberately) and probably didn't sign and post the S172 form which landed you in court via SJPN. Maybe you application could have been approved if the matter didn't go to court and you had no other offenses committed during the last couple of years. I thin...

Never heard of driving on an one-way street going to court. Normally these type of offenses are dealt by the council in the form of PCN and not FPN but as you were caught by police, it is up to them to issue FPN. 2. All passports you got in hand (carry both current and previously cancelled passport)
3. Application form (fill in BIRO pen only)

Sorry. I misunderstood. Looks like the OP couldn't speak to anyone and no contact has been made with them as yet. Maybe it is worth visiting the council office in person plus HO over phone and seek advice.
