If you live in Dublin, you cannot get a renewal by visiting the GNIB office. They used to be lenient and give out tickets for emergency reasons, but they seldom do that nowadays. (Plus you don’t have a real emergency.)

It'd be INIS's discretion to decide whether they want to give you a temporary Stamp 4 while the application is in progress. Being unmarried might be a disadvantage. 1. Per requirement, you should use the stamped date in the passport, but the date shown in your IRP card will also be accepted if you have copies of all your old IRP cards. As long as you have an up-to-date permission letter, you'll be fine. Family bereavement is acceptable as a valid reason for travel. Just make sure he has all the documents ready in case INIS asks for it. Birth certificate is a mandatory requirements for all applicants. There is no multiple of birth certificate. Yes that’s fine. You should produce evidence of being a recognised refugee (INIS should have given you a letter for that for your Stamp 4) and you should provide an affidavit explaining the reason you cannot get a passport.
