I was under impression that they can! The new comms rolled out by Sopra Steria does mention ILR route available for Tier 1. Even when you check the eligibility for ILR it mentions about possibility of using Premium Service for same day decision. Has anyone tried this service??

Update(After applicaiton at VFS centre on 31/10/2017):

The visa was approved for 7/11/2017 (I think because I have mentioned intended day of travel as 8/11/2017). It was collected on 10/11/2017 and back to UK the same day. No tourble at Heathrow.

15 working days today and still nothing!! Kinda wish we paid for priority now... The online application is quite detailed and I tried to stick with the every correct detail possible. Hopefully it’s gonna work out. 15 working days is a long time considering he already had a visa and has just lost it...
