I believe informing the department could have positive impact rather than they found the issue by themself about honesty. You need to bring all Hosting Agreements and present them to the officer. You should get a Stamp 4 after two years on hosting aggreement. If they were in private sector, it would not take so long not only IRP card but also other services. If not, they would be nockout. But, unfortunately, this is public sector.

I have recently renewed mine and I had the following:
1. Employment confirmation letter
2. Payslips showing my income ( I showed them 1 year)
3. Bank statement (I showed them 1 years)
4. Proof of Address (I used my Electricity Bill)
5. Medical Insurance(optional, I would say), cover by my company.

As far as I know, there is a list provided by the goverment to define which jobs are CSEP. If your job is not in the list then your salary should be min 64k per year as a requirement to get a permit. Why do you need title Technical Manager in the letter? Are you not a Mechanical Engineer? Why the company cannot make it as Mechanical Engineer/Technical manager? I would say, rewording a little bit would give a big chance.
