It kind of makes sense to have it still in place if both UK and EU citizens can still move freely at the moment otherwise the whole as stated people would be stranded abroad. Whilst the UK is going through the transition period you technically enjoy the same rights as you did when you were an EU citizen, this means that it *should* still technically be possible obtain an EU treaty right visa as applications are supposed to be processed within 6 weeks.
