Today I have received COA for my EEA4 application after 5 weeks. When I phoned UKBA last week they told me it can take between 4 to 6 weeks to receive COA.
I was told by one of the Immigration Officers at Heathrow that when I travel with my wife (who is an EEA national) I do not need to fill in the landind card and I can join my wife in the EEA queue.
I would be very grateful if someone could answer my question whether my wife's passport will be returned earlier or together with the whole application.

Currently gas and electricity bills are in my name and BT bill is in my wife's name, however they would not cover 5 year period, as we have moved once and in the previous house there was a top-up system.
