i.e. all convictions will need to be declared in your application form, but as long as it complies with the new timeline detailed on UKBA December guideline, then things may all be good.

You've pretty much hit the proverbial nail on the head. The rule _sounds_ like those of us with fines from circa 2009 can apply now... but there are no test cases yet to be certain!
