expired passport Flr(m)

Hi

My wife's flr(m) extension due in aug 2020 but just noticed that her indian passport expired on sept/2019,
does she need a valid indian passport to apply for Flr(m) ?

Also, now whole process is online, so do we don't have to send BRP and passports to HO?
