He talked to the Home office on the number provided in the website and they said that he should if the application asks for it. Is anyone aware if the application ever asks for it?

To put a closure on this topic - my parents finally applied for Schengen tourist visa with VFS. The Italian embassy never picked up the phone or replied to any emails to provide some clarity. We dont really know if this directive is applicable to this situation. Thanks to those who responded!

@ CR001 - the issue was that since I was NOT on Tier2 anymore when he was renewing his visa, so we didnot go to any pages related to that.
