I'm afraid CR001 is correct, you will not be able to sponsor your spouse until you have settled status (ILR) while on DL.
Thanks for your reply .

Is there any policy guidance about FLR HRO for dependents.?

I have been searching alot on gov.uk and this forum but cant find one.

Regards.
