As the individual is studying at PhD and that is the highest level of degree possible there can be no progression beyond that level. It does not prevent a student undertaking a move from PhD to PhD. He needs to discuss this with whoever is supporting him with the asylum application.

It is its own specialised area of immigration law, and not something for friends or online strangers to start advising on on an amateur basis.

Your only option is to switch to the Graduate visa to bridge the gap. You would need to obtain a new Student visa before starting the PhD.
