As par VFS web site

The last date for submission of applications for registration as OCI cardholder by the erstwhile PIO cardholders has been extended till 30 June 2017.


I assume by this, they may start charging afterwards.

If both parents are Indian, he can only apply for PIO (Person of Indian Origin). Once any of you get British Citizenship you can apply for his OCI.

PIO is valid for 15yr and if he is staying for more then 180 days in India, you need to register him at FRRO (Foreigner Regional Registration Office)

there is no way you can avoid the child being British unless the child is born in India. The british rule says, child can get british citizenship even if born in India if one of parent is british or settled in UK. However you have to register the birth in UK embassy.
