OK, why don't you write to them explaining minors don't have such documents and ask them what documents are accepted?

3weeks already passed - How many have received their certificate?
why is it taking so long to print just one piece of paper and deliver it locally? May be Printing Process take more work - like security, or the printer shop can't handle 3000 prints in one day?

In which line? Since they have a pile of papers that are in random order (one that you print out and they sign it at the ceremony) and they have to check if you've got it signed, I'd assume that's what they're going off of - these papers. Longest in the line means that someone who applied in Januar...

They should send the certificate first to whoever has been waiting the longest in the line,
not by 11 a.m. or 1 p.m. or alphabetic order or application number.
To be honest I don't know how they work
