MN1 form references for a child born in uk

Hey guys,

I am applying for my youngest daughter soon, she was born in UK in 2015, I have to provide references, the problem is the health visitor refused to provide one. Who else could do it? For children its different, it has to be either the health visitor or a teacher right?

Please help.

For a child application one referee should be someone who has engaged with the child in a professional capacity, such as a doctor, teacher, health visitor, social worker or minister of religion. The other referee must be the holder of a British citizen passport, and either a professional person or over the age of 25.
