Money needed for tier 4

I hope people can share some light on the following

1. Wen u apply for the Tier 4 visa do you need to have the required money(£5400 and the course fee £8000) total £13400. Does it need to be £13400 everyday for 28 days before the date of the application or just on the 28th day.

I am returning to this forum after a long time so not really up to date with the new requirements.
