Hello Gurus please kindly help me with your experiences and advices!

Applicant entered the UK on tier 4 student in 4th of Apr 2003 and remained till 28th Dec 2011 as a student
Wife and children's arrived in Oct 2007.

Applied Tier 4 extension 20th Dec 2011 and Apr 2012 refused with the right of appeal
2nd Nov 2012 appeal lost and exhausted
December 2012 received our documents

We had no option what to do so I applied for the FLR under private life route in march 2013 and HO refused it with the appeal right, appeal dismissed in 2014
Applied for FTT AND it was refused
Finally now applied for the Upper tier tribunal and still waiting...

Can someone please tell me is there anyway that we can apply for ILR? because now I am with the 3rd solicitor, already spent nearly 13k and one child is 19, got university 5 offers in Engineering but all of them refused to take him as he has not got the visa so please kindly advice me what we can do here to overcome from this visa issue? and I would highly appreciated it.

What was the status between November 2012 and March 2013?

Can the 19 year old not get Tier 4 in his own right?

Applied for admin review in that period and decision was maintained.

By the way how do I apply for tier 4 for the 19 year old?
