It is good that you are concerned about the health of your mother.
The first step is to take her to see a doctor (a GP first) and explain in detail why you are concerned. It may be possible that she is showing signs of senile dementia and you are worried about her, as you feel this would make it difficult for her to return home, as she is very dependent on the family she is living with in Ireland. You will need to explain all this to the GP and get a letter from him for the immigration office, outlining her state of health. This can be very difficult for him to determine if he does not speak her native language, so he will work on the basis of the information you supply, as you speak English. Therefore you need to be able to outline examples in English of reasons why you are concerned.
If it is possible for you to get work in the UK and if you are an Irish citizen, there is the possibility that she could go with you to the UK as the dependent relative of a migrant EU citizen worker. (She could also go with your child, if any of your children are old enough to get work in UK/Northern Ireland).
