I consider that it is reasonableto assess you previous your previous travel history, and lenght of time you have
stayed in the United Kingodom prior to this application. I consider that a vistor should not for example normally
spend more than six out of any twelve month period in the UK.I note that on previous and recent visits to the
UK you have remianed for 1.5 months from 16/5/11 to 03/7/11 then returned only 3 weeks laters for a further
2.5 months from 28/7/11 to 16/10/11.
You submitted this application 3 days after returning to Pakistan and have now stated you intend to visit the UK
for further 4 months from 05/11/11 to 05/03/12.This would mean you will have spend 8 months out of 9.5 months
in the UK. You have not declared any compassionate circumstances that i may consider in assessing your
application today.You have not provided satisfactory evidence of you own personal and financial circumstances,
and in view of the above I am not satisfied that you are living in settled domestic and economic circumstances in
Pakistan. I am not satisfied that you are genuinely seeking entry as a vistor for a limited period or that you intend to
leave the United Kingdom at the end of your visit. 41(i)(ii)
I note that you have previously traveled to the UK and your earlier application provided full details to satisfy the ECO
that you had met the requirements of the immigration rules as a visitor.However each case must be decided on its
individual merits at the time of application.
Can someone please help me on this matter, does visa officer has any right to say that "you are living in settled domestic and economic circumstances"
How can visa office judge and make this comments about a person don`t you think this remarks are humiliating and insulting.

1.5 + 2.5 + 4 = 8
16/5/11 - 05/3/12 is just over 9.5 months. That's how the ECO made the calculation.
Visitors should generally not spend more than 6 months in any 12 month period in the UK.

Indeed - but as the ECO has noted - the applicant has not declared any compassionate circumstances.

28 07 2011 Enter in UK Again
16 10 2011 Left UK
21 10 2011 Visa Expiry date
Should i go for appeal or re-apply in Month of March 2012

I am on HSMP visa i have already completed my 6 months for travelling outside UK and because of ILR I am not able to travel outside the country for another 12 months
we did not mention this when she applied for a VIsa

I doubt they would consider this to be compassionate circumstances, unless there is a reason why your mother needs to be in the UK with you.

Your mother should apply afresh - next year, around April / May.
