Movement Tier 2 (ICT) to TIer 2(General)

hi, Is it possible to apply for Tier 2 (General) in UK while Im in Tier 2 (ICT). OR should i move to my home country and apply ?

Yes, provided the application is submitted before your Tier 2 (ICT) expires.
