Please could I ask for your advise:
I am a BC.
DH is a non-eu citizen.
DH holds a EU resident card valid until Jan 2022 (issued 2017 based on surinder sing).
What is he supposedto do now? Should he apply for a pr? pre settlement? which of the two is better for appling for a British citizenship later on?

EU resident card valid until Jan 202
These EU cards not valid beyond June 2021 even if the date printed on them goes beyond.

Actually, even today, people may struggle to get employment with only EEA cards.

DH needs to go through the EU Settlement Scheme. It's a paper application they send home with name and case number printed on it already.

Read this section:

Then click on: "Contact the EU Settlement Resolution Centre online"

Explain the situation in a few lines then they will contact you to ask for some details. Later, they will send a document home for the application.

Do it asap please. You are a bit late.

What are the immplications for his path to naturalization assuming all goes well and he is granted the pre-settlement status?

For naturalisation you need to be "free from immigration restrictions" - irrespective of whether it's through (full) Settled Status, PR or ILR. These are different routes providing the same thing. Clearly PR won't be available anymore due to the transition period ending.
