MOVING FROM UNIVERSITY TO COLLEGE

is it possible to move from a Masters degree course level 7. and go back to another different college to study another course at alower level.

i have been studying an I.T COURSE and now want to do a business related course. i have little experience on business studies hence have to start from a lower level possibly a diploma.

note i have been in this country over 5 years and i am not sure if the home office will allow me to do that..but i still feel that i need some skills in business course.
