Name difference evidence

I have difference of one letter in the spelling of my last name between Passport and birth Certificate. I was born in outside my nationality country.

Is a letter from my embassy here stating that both spellings are for same person is sufficient from HSMP application ?,

I am from India And i think to resolve this issue you have to get this published publically in local newspaper to declare the difference in names.

I am living out of my country of nationality, and the only official state representative is my embassy here.

I cannot for example have a court decision on this since I am away from my country.

Please advise, i am on my last stages before applying this issue could ruin everything.
