In that case I would put "not known". Like you said UKVI (ex-UKBA) should be able to find the number if they need it. You could also attach a note explaining the situation.

Re-reading your original post can you explain on what basis you are actually applying (which form) - if your father is a British citizen then you may also be British already and could apply for a passport directly.I am applying for British citizenship by descent through my father and have some questions regarding my national insurance number.
