naturalization question

hello forum.my friend ask me a question,but I could not answer cause I didn't know.i said I will ask on foum to find out.his application for bc was approved but he still need to arrange ceremony.after receiving approved letter he was stopped by police with no insurance.does it mean he may still be refused bc?or if anything happen after approval letter can not change decision to award bc?thank you for your answers

thank you jambo for your answer.so this mean if anything happen between approval letter and ceremony should not effect or your application should not be refused is that right?
