Naturlisation for Child born outside UK

Hello,
Hope someone can offer advice on one of my friend's naturalisation application.
My Friend got Tier 2 Visa in May 2009, renewed it in May 2012 and then for a month in March 2014. His eldest daughter was born outside UK and came here in May 2006 as dependent and is currently 12 years old. The whole family including eldest duaghter who was born outside UK got ILR in in June 2014.
The question is if he can apply for his daughter's naturalisation together or should wait to get his naturisaliation done first. From the guidence notes it appears that its on Homeoffice discretion to approve the daughter application. He doesn't want to waste money if there are no real chances of daughter getting the naturlaisation together.

He can apply for his daughter using MN1 form at the same time. Read guidance notes for section 3(1).
