Need advice

Hi everyone, I was just wondering if I could get advice regarding about getting tourist visa to France. I'm currently student visa holder in Australia and I wanted to travel to France early next year. As I'm from Philippines,I wanna know if it's possible I can get the visa here in Australia or I need to apply it from Philippines?also I read that French embassy in Embassy in Manila do not accept application from Filipino passport holder who do not live in Philippines.Hope I can get any advice. Thanks
