Need to apply tourist visa again (cooling off period)

Hi,
My mother was here with me in UK for 4 months and she went back to India on 19th Jan. 2014 but due to some urgency she has applied 6 months tourist visa on 3rd Mar. 2014. But her visa is rejected today and the reason mentioned is just came back from UK.
Can anyone please advise me, when she can apply again and is there any cooling off period between tourist visa?

There is the unwritten rule of no more than six months in any twelve, but more likely now the ECO's take the view as the whether the applicant is a 'genuine visitor' and the potential in this case for the applicant to live in UK for 10 months in 12 it's obviously resulted in a rejection.
